AT CAPPED POND 16S FMC

The U.S. Environmental Protection Agency (EPA) announces that the Administration is available for EPA's time-critical CERCLA (Comprehensive Environmental Response Compensation and Liability Act) removal action initiated at the closed FMC plant outside of Pocatello in Power County. In December, EPA issued an order to FMC the control and treatment of toxic gasses generated at the capped Pond 16S onsite waste disposal site. An interim modified mobile gas treatment system was installed and the required gas extraction and treatment system design is expected by the end of June.

FMC was an elemental phosphorus production facility from the mid 1940's to late 2001. Caps were installed over lined hazardous waste ponds over the past three years. The ponds contain phosphorus which can ignite when exposed to air. EPA was notified by the Shoshone-Bannock Tribes of visible emissions from capped Pond 16S last July. Upon investigation and sampling, EPA determined site conditions required time-critical action to characterize gasses being generated at Pond 16S, conduct ambient air monitoring to determine if toxic gasses are being released from the cap, and design and implement extraction and treatment system. EPA issued an Order to FMC to conduct this work. A public informational meeting is planned in July with location and time to be provided later. Two Information Repository locations have been established for public review of the Administrative Record which contains documents used in making decisions on clew activities. These locations are:
